tools/Makefiles: install libvhd and libblktap with INSTALL_PROG

Shared libraries should be executable.

(rpm (4.9.0) doesn't automatically supply a "provides" entry for a
library unless it is executable.  Non-executable libraries can cause
other trouble too.)
